The guy has a great arm but his release is very slow, he's not mobile and he doesn't seem to make good decisions. The numbers don't lie, Garrard has actually played as well as Leftwich and that doesn't take into consideration his mobility. Is he the long-term answer, I don't know but until they give him his chance they wouldn't know and over the past three years he's proven he deserves at least that chance.
